The retina is the inner back surface of the eye, which holds a number of blood vessels and light sensitive nerves. This is the part of the eye that receives light signals and transmits it to the brain, via the optic nerve. Diabetes can greatly harm this area, by causing the blood vessels to swell up impacting the nerve endings and in extreme cases, the vessels can burst.
